At 9:48 a.m. on Saturday, while on routine patrol in the 1000 block of Lima Avenue, Delphos Police came into contact with Jesse Higbie, at which time it was found that Higbie was operating a motor vehicle with fictitious plates. Higbie was cited into Lima Municipal Court on the charges.
